RF PDIE Project – Reengineered Wide Area Network for Publice Services in Serbia

Republic Fund for Pension and Disability Insurance of the Employees (RF PDIE), a Public Agency of Serbian Government, needed rapid deployment of new Wide Area Network (WAN) due to the fact that old one was heavily loaded, it could not process traffic from new applications and there was only basic security implemented. The new network is part of a government transformation strategy for public services in Serbia. Pexim (a Cisco Systems certified partner) provided networking solution based on Cisco WAN Solution Reference Network Design Framework. RF PDIE needed solution that will have not only basic WAN connectivity with high availability, but also integrated network security that will fulfill adequate level of security required for government institutions. Pexim implemented solution which enabled new WAN to start within couple of months. Four months on, RF PDIE is delivering a wider range of services to constantly growing number of customers with no interruptions. Staff productivity has increased since the RF PDIE delivers services faster.

Situation
Republic Fund for Pension and Disability Insurance of the Employees (RF PDIE) is the Republic Agency that serves several million customers (employees and pensioners) in Serbia.

In the last few years, Serbian government has been conducting transformation of public services in global strategy towards future e-government system. The new network system in RF PDIE was needed because the old one was heavily loaded with application traffic. RF PDIE management recognized urgent need for new, highly available and secure infrastructure that will satisfy current and future application demands.

Two different systems were implemented in RF PDIE previous network: one was TCP/IP network with Unix based applications and the other one was SNA network with large numbers of analog SDLC connections. These two network systems had separate monitoring and maintenance systems so network management was very difficult and costly. Network also had very rudimental level of security implemented with simple local password authentication. There was no event logging or central place accounting. Managers could not find information about network usage or security statistics like authentication and authorization.

Solution
Harnessing the transformative potential of the Internet and other innovations in information communication technology (ICT), Pexim implemented new network solution based on Cisco multiservice router platforms (Cisco 7600, Cisco Integrated Services Routers 3800, 2800, 1800).

For RF PDIE’s sensitive data and business processes, Pexim provided comprehensive security against internal and external threats. Latest generation of security services modules and Cisco Secure ACS software for access control and monitoring of network was used.

Compact, integral, central network management system (NMS) is deployed with Cisco CiscoWorks 2000 software which delivers complete set of tools for proactive collection of network topology information, performance and device statistics.

Improved Productivity

RF PDIE needed implementation of new network technologies in order to significantly increase the quality of services. This was partially due to the responsiveness of the services and programs they develop and deliver. The change was also needed because of the increasing number of clients that are using RF PDIE programs and services.
For customers and citizens, on top of new secured network infrastructure, agency creates easier access to services and information. Pexim implemented robust network technology infrastructure that can be scaled to meet the demands of new data traffic and connectivity levels, system that can yield reliable data quickly linked and combined in new and more complex ways, with improved privacy and security for clients. This will provide sense of confidence so needed in conducting of online business. 

Today, in order to become more efficient at providing information, RF PDIE can develop Internet and Web based technologies for basic forms of interaction and transactions.
